Windows show 0.20 Ghz as base clock speed. #11

I have an AMD Ryzen 7 5800X and i applied the patch with a divider of 19 for a base clock of 3.8Ghz.
When i boot Windows 11 VM with patched kernel Windows Task manager shown 0.20Ghz as base clock speed. If i boot with regular Arch kernel (6.11-arch1) base clock speed is displayed with standard value : 3.8Ghz.
Whatever i change the divider value the base clock speed is always 0.20Ghz seems to not be correlated with the divider value.
I can't figure out what cause this falsy value.
