Here's the data for 2013-2014. Maybe there is confusion because the dates refer to year of election to year of time actually served. Maybe after a certain point, it makes sense just to show a single year for the Spring-Fall terms (late year elections) and use the from_year-to_year for the previous years that had elections in the Spring.
