VCert executable for ARM architecture 32bit

BUSINESS PROBLEM

A customer would like to use VCert on ARM architecture processor for their specific use case. Their target ARM architecture is 32 bit cpu (ARMv7) for Linux OS.

PROPOSED SOLUTION

Provided the Golang delivers build capability to produce an executable for the required architecture, extend VCert build to include the 32bit ARMv7 architecture.
