Extend existing Contacts functionality to CLI and Playbook

BUSINESS PROBLEM
As of the 5.4 release, the VCert SDK supports the Contacts field within TLSPC (TPP), but the CLI and Playbook do not expose that. This creates a mismatch in functionality within the VCert capabilities.

PROPOSED SOLUTION
Enhance VCert CLI and Playbook to support Contacts field.

CURRENT ALTERNATIVES
Execute direct API calls after VCert is run to update Contacts field within the newly created object.
