Creating a subfolder and adding a default.project.json renames the "name" field, even if it is not project root. #167

Title is self explanatory. This is harmful because there's genuine use cases for a default.project.json in a subfolder.

The fix to this is to only check the project roots default.project.json. Wally shouldn't care about subfolders; that's caring about package contents.
