Update Skule Hunt Points

Expected Behavior:

Update the slider for points to allow anywhere from 50% to 130% of the allotted points for any mission. Essentially, you can only get half the points to up to 30% bonus points for a mission

Also make sure that judges are not able to give more than 30% bonus points. To do this you will most likely need to create a mission and a team and try giving the team points.

Ensure that the slider for giving points isn’t able to deduct points because there is a separate way to deduct points

Requirements:

• update slider to allow 50% - 130%
• make sure judges can not give more than 30% bonus points
• ensure slider can not deduct points once you have set the slider values
