How the country of displayed IdP is determined ? (sorry for bad English)

I suppose country is determined by IP. in our case IP is from our neighbor pool (Idp is in Moldova, IP is from Roumanian NREN).
In Foodle, location attribute is verified, i propose ti verify this attribute first and if it is missing to use IP.
