Model refining tests

1. Test with and without WB model variables - these variables provide process guidance and could include information from many other catchment attributes.
2. Test creating and using seasonal climate variables to remove high monthly correlations
3. Test using the cluster region as a feature. The cluster region would not be available for all sites, so this would only serve as a test on if it improves predictions. - Initial targets created in Initial prediction model workflow #110
4. Test a CONUS / multi-region model using the predicted probability of a gage being in a region. Applies to model training and testing sets.
