Task

i.e. Tooltip, Popover, Menu, etc. IOW, a UI toolset that allow for positioning parts.

Pure CSS, non-JS "Tooltip" component (highly limiting) and/or identified library like https://popper.js.org/, https://www.floating-ui.com/ or other.

Highly stringent requirements explicit for Accessibility. Must be very carefully resolved before considering formalizing to the FSA Design System.
