The dateparser package uses the tzlocal for timezone without pinning the version. tzlocal just released a new version 3.0b1 that doesn't work with dateparser in inicheck's use of it. Not entirely sure how I downloaded the beta release as a fresh pip install of inicheck in a docker downloaded tzlocal 2.1.
This serves more as a warning that something may break soon.
