Create Database Schema for Crop budgets and Crop loss functions

Currently we read *.crop files consistent with HEC-FIA 3.0 + this works for backwards compatability, but is probably not stable for the long run.

We need to develop a schema for Crop Budgets and crop loss functions.

We can convert the current crop file to a table model or a series of table models in a sql database of some sort.

We are in the progress of planning out a national database of crop loss functions and crop budgets - this means we will need to be prepared for this inevitable future
