This would consist of two items;

Rewriting the existing Advent cog to use slash commands
Reworking !advent_winners to only draw members from the UQCS leaderboard that have opted in, through some new "advent register" or similar command on the server. (In the future, it would also be nice to have this command accessible only to verified UQCS members, so committee don't need to manually check after names have been drawn)
