If this code release, or any part of it, is used in a Robocup competition,
the usage should be announced to the SPL teams mailing list one month
before the start of the competition. The announcement should outline
which parts of the code release are being used and the contributions
that the team has made to the system. It is expected that any team that
uses this code release as part of a Robocup entry will also strive to
make their own significant contributions to the Robocup goal.
