The issues you're seeing could be due to the reduced compute capacity offered by the volunteer organizations. Previously, there were three possible "backends" every time you opened a notebook via a mybinder link, hosted by volunteer contributions for GESIS, OVH, and a backed on Google Kubernetes Engine (thanks to free credits they got from google). Since April, the free google credits have run out, so now there are only two options, and there is no longer enough capacity to support demand. See this blog post and this discussion thread.
This is such a shame, because mybinder links was just about the best thing ever for teaching/learning data science...
Hopefully big-G will provide more credits again in the future or maybe numfocus might allocate a budget for this?
It seems to be an internal issue to binder, though. But this needs more investigation.
