Spline package installation

Hello,

I have a MACOS with Apple M1 chip. I am looking to install only spline wheel. I saw in this installation page: https://raw.githubusercontent.com/TuragaLab/DECODE/master/gateway.yaml that there is a spline wheel https://oc.embl.de/index.php/s/o0xEOLC1m4dYmAs/download.

I was wondering whether there was a package I can install using conda that would be supported in python 3.11.9. I found the following:

conda install -c turagalab spline=0.10.0=np119py38h5f9e447_1

but it does not work for python 3.11.9. Was wondering whether there was any insight into this
