is windows the only way to dowload bitt boy firmware

By download, do you mean writing the firmware to the microSD card? The MiyooCFW firmware is distributed as a raw image. I'm not familiar with Chromebooks but this post has instructions for writing Raspbian (or Raspberry Pi OS) to the microSD card by using the Chromebook Recovery Utility. Just download the MiyooCFW firmware to the Chromebook first, then point that utility to it (and ignore the rest of the instructions for setting up Raspbian).

hey so i put the firmware on the sd card usinging the recovery tool i plugged it into my bitt boy and black screen

That suggests something went wrong with writing the image to the microSD card. Not sure what else to suggest, try writing it again and make sure you're using a reliable card (not the one that came with the Bittboy). Failing that, there is another post that uses the Linux container on ChromeOS and uses balenaEtcher to write the image.
It might be easier to borrow a computer running Windows, macOS or Linux.

dang thank you for the help i appreciate it i think it just the chrome book i bought the sd card a few days ago and its a sandisk

Personally, I've had issues with both Linux and MacOS where something funky happens with the image. It appears to flash fine, but if I eject the card and reinsert, the card is unreadable. Have no issues flashing cards for Raspberry Pis. In any event, borrowed a Windows box and had no issues flashing the same card, and it's been working fine for 9 months. Just assumed it was something funky with my devices or USBC card reader.

I have flashed firmware to a microSD card multiple times under Linux and there were no issues so far. Just please avoid using cheap microSD readers as they often cause troubles - they can even destroy your microSD cards. And remember about unmounting the device if needed.
