Need a fresh way to locally run a KP test data file without directly using the Translator SmartAPI Registry #80

There remains a need for KP test data curators to pre-test a local file before posting it for wider use by the community(?).

Could the MOCK registry idea be generalized - configure it external to the SRI module and point to it using an environmental variable

Could some kind of local web dashboard UI form be used to submit ad hoc test data for a test run
