Is your feature request related to a problem? Please describe.
It is difficult to balance our casual Towny server when users can both plunder and capture a town. Often, users are only waging war for one of the options (plundering or capturing), but end up doing both because "why not". This leads to the defending town to have a "double whammy" when they lose a battle - not only do they have to pay a ton of money to avoid being bankrupt, but they are also captured and forced to pay nation taxes. I think that forcing the attacker to choose between plunder and capture would make the game much more enjoyable for my server.
Describe the solution you'd like
Add a config option that makes the user choose between plundering and capturing, not both.
Describe alternatives you've considered
Any alternatives are a total nerf on one of the options: we could lower/eliminate the money that they get from plundering, which leaves plundering useless and encourages users to capture instead, and vice versa if we nerfed capturing. If we nerf both, then there is little point to sieging.
