feat: Add "newly vital members" category #15

The newly vital members should be defined under the category all_new_vital and the description of it is written below

Explanation for the activity type all_new_vital is that the members who are now vital and they weren't vital in the previous period. This is a representative of new people being vital but the members within the category can apear as vital in two or more periods before.
