charge_tracker: Support meters without absolute energy value (i.e. Shelly Pro 3EM), show hint in web interface. #387

The Shelly Pro 3EM can reset its energy values for example when switching between three- and monophase mode. Because of this we map its energy values to relative meter value IDs. The charge tracker currently expects absolute energy values.

If we support relative values, we should add a prominent warning to the web interface that the (tracked) values can jump backwards.
