@Mauker1 allow non-RO to accept/reject (for example) when ROs are not present. E.g. I am the last RO on and I leave, I can make someone (or the bot) deputy RO until a RO is back. This was just an idea I came up with, I'm not sure if the other ROs would like to see this implemented.
