Hearts of Iron 4 as a base give you the controll of a nation parity much with some offshoots. The current state of the world in the C&C allow for a diffrent and more broder play experience.

GDI

Playing as GDI give you controll over a territorial governing body.

NOD

Playing as NOD puts you in controll over regional commanders or governor's puppets by a main nod faction.
