Version: 3.9.0

I can't set the fusion engines to be a decimal number during a flight. I have it set to .38 to start, but after an upgrade need to move it to .2 and it doesn't work. Will only accept whole numbers. Take a look at it for me?

Steps to Reproduce

attempt to change the engine heat rate to a decimal number.
