Color picker window freezes, jumps

Describe the bug
While using the Color Picker in CCAe 3.2.0, it often freezes. It also has a habit of not properly centering the picker window as you move the picker. The pixel to be chosen is wrong. These actions may be related.

Desktop (please complete the following information):

• OS: Windows 10 Enterprise
• Version: 10.0.19044.2364

To Reproduce

1. Open CCAE 3.2.0
2. Choose the color picker
3. Move the picker "window" to an area of the screen.
4. Repeat with a new color pick
5. Repeat with a new color pick.
   A freeze or wrong pixel selection happens frequently.

Expected behavior
The color picker does not freeze during use.
The color picker "window" properly centers on the desired pixel location.
