Consider moving Text Spacing and Page Reflow tools from Highlight to Other Tools

Is your feature request related to a problem? Please describe.
The Text Spacing and Page Reflow tools are in the Highlight section. This is not intuitive, as these tools don't highlight elements on the page.

It would make more sense to have these in the Other Tools section.

Describe alternatives you've considered
Alternatively, the Highlight button's label could be changed to something that more accurately describes the full purpose of the screen.

Thanks for the suggestion @mra11yx. We've been tossing around the the idea of relabelling "Highlight" to "Helpers" as a way to show that Toolkit includes other features that you can use to help you test for accessibility. The Page Reflow and Text Spacing tools don't go in with the "Other Tools" because those tools are all useful tools that are external to the Toolkit itself.
