当 notice-bar 的 content 是通过 slot 的方式，并且不是 inline 的，那么 notice-bar 底部会出现异常的 padding

期望结果

content 不是 inline 时，底部也是正常的

实际结果

content 不是 inline 时，底部有额外的 padding
