[Bug Report]: Mekanisim Electric pump power usage not accurate

Describe your issue.

When I have an electric pump at full upgrades, including energy, the power section says 400kFE/tick but uses 160mFE/tick.
With full speed and half energy upgrades, it says 400kFE/tick but uses 1.6mFE/tick

Chemical infuser doesn't work at all at max upgrade

I've reached endgame power in Mek, and I thought I'd just add in any machines that can't use max upgrades also to this thread
Here is the rotary cnodensartor, it can't run at all unless at 28/32
