Update Alliance Station Display controls to also control the new team signs

No change to blank and match

Update "Logo" to set team signs to 2024/current year, with the text the alliance color.
The timer should display the current timeout if one is running, otherwise it should match the others.

Update "Field Reset" to set the signs to Field Reset mode (green text and timer reads "safe")

For "Logo" and "Timeout" the back of the team signs should still show connection status, but also display the field timeout on each sign if one is running.
