Shutdown driverstation ethernet interfaces during match network configuration

Add option to define SCC switch IP's and SSH logins, and switch interfaces in event settings
If these devices are configured send SSH command to admin down the driver station ethernet interfaces at the beginning of the match network configuration, and to admin up the interfaces once the configuration is complete.

This will prevent teams from getting the last matches IP address via DHCP and will reduce the chance of a team getting a 169.254.x.x address.

Also removes the need for manual intervention to renew DHCP when swapping stations in practice and playoff matches.
