Refactor suggestion

As an admin I want a better display of the user search component. I want to be able to select a sinlge or multiple users.

A better option is something like Messenger:

Could be a hard starter issue, but we will try to do it together @petrafh . I think we wont need a figma sketch here, just rip of the messenger design. We will plan how to solve this issue further at the meeting.
