The latest stable release is version 2.6.1, released at May 19, 2016. The recommended way to get your own package is to use the custom TGMPA Generator.

No updates for 5.5 years so I assume the answer is yes, but it bears asking.

My company has been using a customized version of TGMPA for years to test and deploy private GitHub Repositories across multiple installations.

We have recently decided to release a service called WP Package Editor (WP2E) .

I don't know if it counts as an "alternative" but if you want to give it a try I would be happy to assist you with specific requirements.

Haven't tried it yet, but found afragen/wp-dependency-installer when looking for alternatives.
