bin/console moved to plugin

Add bin/console directly to the plugin template, so it can be run easier and not from tests/Application.

You can just symlink it there if you are on Linux.

I have mixed feelings for that, but it would lower the entry barrier into plugins (people are used to calling bin/console and not that many use aliases or symlinks).
