First discussed in #3381

First, we could add a sentence to the top of that builds page, and maybe also at the top of every individual build that says out loud that we are not (and are not trying to be) CI for Swift packages. That a failed build is not necessarily an indication of a problem with the package.

We should do this as an information panel the top of https://swiftpackageindex.com/daveverwer/LeftPad/builds and also at the top of each individual build page: https://swiftpackageindex.com/builds/10850C55-A06B-4155-9772-665966ADCBA9
