fields are not being created for install_and configure action

Environment Information

-cookbook version 1.6.0

Expected Behavior

Fields should be registered for collector if set

Actual Behavior

collector is being created but without fields fo install_and_configure action

Steps to Reproduce

set fields and install_and_configure action

Important Factoids

collector should be installed without registration, later the config file should be generated and finally collector should be run to register collector
