[Feature Request]: Organization set privacy mode for team(s)

Description

Currently any organization member can view any teams content, some organizations might want to keep specific team(s) private or set all teams to private. This would only allow team members and organization/department admins to view private teams content.

Describe the solution you'd like

Organization can set team privacy at organization level
Organization can set team privacy at department level
Team can set privacy individually (should be overridden by respective Organization and Department privacy levels)
Those without access to view private team content will have a message on the team page that the team is private.

Describe alternatives you've considered

Keeping existing completely public teams within an org allowing all org members to view and access team content.

The above isn't fully true, any org team can view the list of teams, however unless they're an ADMIN of the org or department the team is associated to they cannot access that teams data. This would really mean hiding teams/depts from the list that the user isn't associated to unless they're admin of the parent entity.
