Pretty much as the description says. Perhaps use MySQL to record the chat, and allow for storing Chatter config that can be reflected between the web/DS clients.

Perhaps as an alternative, have the Web front-end just be hooked up through telnet?
It could interpret the output from Who to build a list of current chatters.

The point largely is to remove the need for telnet at all.
