Since most people using RA are probably not developers themselves, the debug exe is not useful to them and they'd either leave it alone or delete it after extraction (as I do). You could perhaps implement an option to either skip extracting it or something more fine-grained that allows the user to decide which exes to extract. This would be similar, I guess, to the dialogue that allows updating only specific cores.
