What is the intuition behind using 0.58 in this part of the code?

First I want to thank you for the great repository. I was checking the code and wanted to understand the details. However there are some static numbers without any definition like 0.58 or 0.65 in the following lines.
It would be awesome if you could explain how did you get to these numbers.
