Were you following the manual installation procedure (assuming so as issue raised against docs).

Please see updated instructions at: https://docs.stackstorm.com/latest/install/u20.html. And note, that we have removed the pinning to version 1.24 that was specified in the instructions at: https://docs.stackstorm.com/install/u20.html#minimal-installation. RabbitMQ released a newer version, that supports 1.25, and so the pinning to 1.24 is no-longer needed and we found that it caused problems on Ubuntu installs.

If you followed the manual procedure, then removing the following from /etc/apt/preferences.d/erlang file should resolve your issue:

Package: erlang-*
Pin: version 1:24.*
Pin-Priority: 800
