Add Option to Display Funding Received by Proposals During Voting Period

Currently, in FairFund, when a funding vault is created, the amount of funding received by the proposals is visible on the UI only after the voting period concludes. This is the default behavior.

To enhance flexibility for vault creators, we can add an option that allows them to choose whether to make the funding amounts visible during the voting period.
