Ability to begin games from the forum

I have removed this ability in the latest update. This ticket is to track putting it back in.

hmm.... there's a thing.

who should be allowed to create games?

it's obviously a mod command, but there are no games yet so i can't query that like i normally would for a mod command, and core doesn't have a permissions system yet.

What used to be there was that anyone could create a game, and they became
the mod for the new game.
