disable cleanFailed by default on preDeploy when on prod #204

Disable contrib's pre-deploy plugin clean-failed when on prod.
plugins/fabrique/kontinuous.yaml

preDeploy:
  cleanFailed:
    ifEnv: ["**", "!prod"]

I recommend to make this change after all projects have done migration.
