The dialogue system can't send commands on specific lines of dialogue.
Describe a possible solution
If you were able to send commands at specific dialogue lines you could send a command that would play sounds from OpenAudioMc plugin. Therefore you could implement real voices into the game. (You can play sounds via a web-browser) It would be huge for Beautyquests, though I don't know how hard it would be to implement it.

Hi !
For my part, I put my audios in a resourcepack. I launch the voices and I send with delay dialogues with /tellraw or others commands.
However, if the server lags, the dialogues will have a little delay (server side) unlike the audios (client side). And you must also add a waiting time of the same duration as your dialogue after the step of your quest.
Remember to stop others audios using /stopsound before launching your audios and dialogues if you have multiple audios
