no capability to direct import

What steps will reproduce the problem?
1. Export conacts
2. Import contacts
3.

What is the expected output? What do you see instead?

Regardless of which account the contacts came from ie.  Google account, or 
internal phone, 
The imported contacts end up in my Google account.  

What version of the product are you using? On what operating system?

Please provide any additional information below.

I would like to import my contacts to my phone and not to Google account.
an option to do either should appear before importing begins.
