Port till azure

Scouterna har avtal med Microsoft där vi kan använda azure och docker/kubernetes.
Vi vill konvertera från gcloud till en docker lösning. Vi kommer behöva byta databas. Vi bör passa på att gå till Python3.

We now run skojjt under scouterna on Google, so the migration to Azure is no longer high priority. However, moving to Python3 and adding ScoutID support are. I therefore think we should scrap/rephrase this ticket to make a generally available tool but not require Azure.
