Give the users a button (an X at the top left?) to close the splash screen
Give the users a button on the home page to re-open the splash screen (they might have closed in by accident, or forgot what it said)

@dhinrichs-scottlogic Think this is covered by our changes in #334 and #319, can you confirm once PR #391 is merged?
