No Module named setuptools #2

Hello,
I'm trying to install it in my homedir by doing:

python setup.py install --prefix=~

But I'm having error:

Traceback (most recent call last):
File "setup.py", line 3, in
from setuptools import setup
ImportError: No module named setuptools
