MacOS Build: Simultaneous Notarization Causing Timeouts

Describe the bug
Now that we are building dual Mac builds, I have noticed an uptick in Notarization failures. I don't have all of the details, but it seems like only one notarization is allowed to run at a time. We should explore alternate ways to handle this moving forward.

Temporary workaround: Allow the build to finish and rerun the failed builds.

Expected behavior
Both should succeed. Maybe we can have a separate signing and notarization queue that waits until other steps are complete before triggering.
