One way could be to have an "admin" only function that works on uploading one of these drives. As the measurements already exist, re-uploading will result in "zero" new measurements and an empty map.
However with this function under admin control, the measurements that don't have a drive reference (assuming such a field is there) could be stamped with the drive uploaded, so the measurements get linked to the drive.
In our database we have a number of drives for which no drive record exist. This should be for around the first 3 million data points.
It would be great to somehow recover (some of) these drives so we can link to these drives through a drive page.
For example our first ever drive in Tokyo: safecast-2011423-21518.log.zip
