Attack reform group makes attack progress slow, plus prefers to creep sometimes too #448

If a player has no more than 5 buildings left - no matter how strong the army is (army strength only applies to the gameplay of real players logging into islands, normal AI cannot maintain a strong army without build), it is difficult for AI to obtain attack targets - this is particularly evident on large maps.

After some AI is defeated, they are not recognized as failures, and there are still scattered building remnants. AI will wander aimlessly - although they will eventually find and destroy all enemies, even 24 person map will end in about 4 hours, but there is an added scanning function that can accelerate this process

Also what lengthens this killing time is that armies take along time to walk across the maps as it reforms the army every so often, there needs to be a point where it just attacks without delay.
